Minutes of Meeting of the Council held in Broughty Ferry Library on 3rd December 2002

3.     Members of the Public. John Whyte of Monifieth Community Council informed the meeting about the formation of Action Rail Monifieth (ARM) which will campaign to increase the number of trains stopping at local stations. There is a study being carried out for the Tay Estuary Forum to which MCC have responded and John was keen to encourage the participation of BFCC

 

4.     Approval of Minutes and Matters Arising: Minutes approved with one correction, item 7(d) that the BFCC position is for essential traffic only (goods vehicles)

 

5.     Community Police Sgt O’Donnell highlighted the youth problems currently afflicting Broughty especially at weekends, when hundreds congregate in Castle Green and cause much disturbance in King Street. Discussions are underway with Leisure and Arts about lighting and other measures. It may take arrests to bring the matter under control

6.     Local Councillors Reports Cllr Guild referred to an application for a licensed restaurant at 330 Brook Street which was approved by 15 votes to 8 at the Planning Cttee. Being a district centre allows relaxation of the minimum 30metre distance from the nearest residence; this applicant site is right on the border of the district centre.

 

7.     Beach Sub Group Report A clean-up will take place on the weekend 7-8th December

 

8.     Treasurer’s Report: David Easson absent

 

9.     Planning Secretary’s Report: A meeting of the Rail Station steering group will take place to discuss plans for access to the platform from Gray St, a restaurant proposal, re-erection of the signal box, and a bridge over the railway. A summary of responses to the Local Plan has been published and 205 comments were received about housing on greenfield sites. Formal objections seem likely when the final plan is produced early in 2003. Paul Barnett has expressed interest in developing the former council depot at the back of St Aidans which is just outside the Conservation Area. Brook Street traffic proposals

 

10.  Correspondence: (a)Timetable for the election of the new Community Council. Notice to have a Community Council in Broughty Ferry must be submitted by 16th December. Elections to be held in February; (b) Scottish Water have received one complaint about noise at Balmossie Pumping Station; (c) Steer, Davies, Gleave re Tay Estuary Forum (see item 3)

 

AOCB: (a)Debbie Booth informed Community Safety Fair in March at which BFCC is welcome to have a stall (b) Cllr Rod Wallace has agreed to distribute the Association of Community Council promotional leaflet round his ward (c) suggestion that BFCC share notice board with Traders (AL to follow up) (d) two members wish wheelie bins for recycling (DM to follow up)
