Comments about the actual questions were generally ignored mainly as the respondents opinion had already been given by answering the answer. 11 people thanked us for taking the trouble to ask (thanks!), 2 people thought the questions were leading and 1 person thought the Community Council should organise a debate on both Brook Street and the Esplanade. 2 people thought they would like to hear more from the community council (difficult as funding is limited) and 1 person thought the Community Council should take a lead in the delivery of the Local Community Plan (we only have one seat on that forum). Local Community Planning Partnership (LCPP) For the last year the LCPP has been engaging with the public in Broughty Ferry to come up with a Community Plan. Whilst the Community Council have an input on this, our survey was not done with this specifically in mind although there are many things that come out of this survey that inform that process. Much of that process, especially recently in relation to updating the plan for Castle Green, is currently being looked at. The area where the river meets the shore from Grassy Beach to Barnhill is the essence of Broughty Ferry an area to be preserved and enhanced if at all possible. It was brought to public attention by the Vision Group who wrote a report Imagine Broughty Ferry in 2006, which was adopted by the Community Council as the basis of a way forward. This is supported by the City Council and Vision Group members are part of the LCPP Group. There is also the newly formed Broughty Ferry Development Trust which wants to develop a building for community use on the riverfront at Castle Green. Therefore we thought it best to take the Esplanade as a separate and distinct case. It crosses departmental boundaries in the City Council, is of interest to various groups including the Community Council, and remains the focus of much of what is perceived as Broughty Ferry by both residents and visitors. Esplanade/Castle Green (see Questions 8 and 10) In general six people commented that more should be done to attract visitors and one thought we needed to develop a Broughty Ferry identity. Four people commented there should be no more housing built on the Esplanade. Nine people thought that the Esplanade could be improved in terms of layout. One commented that the proposed housing development next to the Glass Pavilion was an eyesore. One person drew to attention the roots of trees breaking through the pavements. Two thought the unsightly fences should be removed from the Esplanade beach, another two thought the groynes should be replaced and two more thought the beach should be cleaned outwith the Blue Flag area. One wanted better access to the beach along the Esplanade and one wanted sand to be removed from the pavements on the Esplanade. One wanted the return of the Firework Display, two wanted the kiddies carnival back and two felt there should be more to do on the Esplanade. Eight people thought the open space could be improved and eight thought the sand dunes should be removed. In terms of the derelict bathing shelter in particular, two thought the bathing shelter should not be a pub or nightclub, nine thought it should be knocked down, one thought it should be redeveloped and one thought a community facility should be developed to the side of Castle Green so there was no loss of green space. Three commented that there should be a caf/restaurant on the front. One wanted a supermarket where the putting green used to be (no we are not making that up!) One person said that Grassy Beach was a mess, one person wanted a wider pavement along Beach Crescent and another made a plea for no more architecturally unsympathetic buildings on Beach Crescent. Community Council Comment There seems to be a view emerging that enhancements are required to the Esplanade to make it more attractive but there is no desire for the piecemeal development of housing or pub/night club proposals by private developers that the community has been subjected to in recent years. It has been the view of the Community Council that a planning brief should be set out for the Esplanade to avoid this reactive community fire fighting in future. These comments appear to indicate the community supports this view. Comments made which relate to Dundee City Councils Planning and Transportation Department. Parking (see questions 1 and 9) Twenty five people thought parking should be improved. Eight people thought there were too many loading bays in Brook Street. Eight people thought there should not be parking in Gray Street between Brook Street and the railway crossing. Five people thought there should be fewer disabled parking spaces and three people thought there should be more. One person thought there should be a time limit on parking in disabled bays. Three people thought there should be a lower time limit on parking in Brook Street. Five people complained about the lack of parking for residents. One person thought there should be a time limit on parking in Beach Crescent. Six people thought a multi level car park should be built opposite the library. One person thought there should be less parking for taxis. One person thought there should be no parking in Gray Street. One person suggested parking meters should be installed. Parking only one side of Fisher Street was put forward by one person. One person thought parking at the post office should be for post office customers only. More double yellow lines in various locations were mentioned by two people to stop inconsiderate parking. One person thought the harbour should be filled in and used as a car park!!! Community Council Comment Parking is a thorny problem in Broughty Ferry, especially in the west of the central area. Dundee City Council is aware of this but there is no suitable space to put another car park in that area. One solution would be to build the multi-level car park in Queen Street across from the library proposed by Dundee City Council some years ago. They say they have no money to build it and it would have to be done by a private developer but cant find one willing to take it on. We think the City Council should put a bit more effort into this. Perhaps there is reluctance on the part of a private developer because there seems to be an unwillingness in view of some of the comments for people to park outwith the Gray Street/Brook Street area and walk a little to where they want to go. The other issue is residents parking. If asked, Dundee City Council will say there is a residents parking scheme in central Broughty Ferry as residents can buy a yearly ticket for a car park. But what if they dont live anywhere near a car park? The Community Council thinks it is time that the City Council stopped making excuses and had a proper review of car parking in Broughty Ferry with a view to finding a solution for residents and visitors. Keeping the traffic moving (see questions 1 and 9) Ten people thought the bollards should be removed from Ambrose Street to allow traffic all the way along the front. One person thought there should be a yellow box junction in the St Vincent Street tunnel to stop people blocking other people going through and one person thought there should be a similar box at the Eastern School junction. One person thought the crossing should be removed from Queen Street near the top of Gray Street. Two people thought there should be bus bays in Brook Street so buses didnt stop the traffic. Two people thought that the build outs should go for the same reason. One person through there should be a yellow box junction at the intersection between Gray Street and Brook Street. Another person thought the give way priority should be changed at the same junction from Brook Street to Gray Street. One person suggested a red light at the corner in Brook Street/Gray Street so that people knew when the crossing was closed and they wouldnt turn in there causing a jam and another thought this junction caused traffic problems in general. One person said they thought Camphill Road should be one way although they didnt specify which way. One person thought Edzell Street should be opened to through traffic. Four people thought that traffic flow in Westfield Road was problematic. Community Council Comment Many of the comments made in this section made the basic assumption that the most important thing was to keep motorised traffic moving at all costs. Should this be the case? Should not pedestrians be accorded at least equal footing if not priority? We accept that central Broughty Ferry is difficult in terms of motorised traffic access is not good due to the railway and there is far too much traffic for the streets. Congestion is a big problem in Broughty Ferry especially since the one way system in Brook Street was instigated and the Community Council think the City Council needs to look at the issue fully and think about how this can be tackled. Assisting Pedestrians (see questions 1 and 3) One person thought traffic lights were needed at Forthill Road/Balgillo road junction and another four thought traffic lights were needed at East Balgillo Road/Balgillo Road junction. One person wanted a crossing on Strathern Road. Eight people thought there should be a lower speed limit on the main shopping streets. Three people thought there should be a crossing in Brook Street. Two people thought Dundee Road/Monifieth Road/Dalhousie Road should be 30 mph all the way. One person thought there should be more time for pedestrian crossing at Eastern School lights. One person mentioned difficulties getting from the car park across to the Post Office. One person thought Lawrence Street should be made two way. One person thought the taxi rank should be moved north of the railway line. One person felt there should be brighter street lights. Twenty five people commented on the unevenness of pavements (especially unadopted pavements) and roads (various locations mentioned). One person felt there should be road markings at dropped kerbs to stop drivers blocking them and another thought the pavements at dropped kerbs were too slippy when icy. Another felt that the new pavements being put in were too slippy when icy. Community Council comment In the converse of the previous paragraph many people who perhaps dont drive cars feel that traffic is going too fast and more should be done to assist pedestrians. Clearly the City Council cannot sort out all of the unadopted/uneven pavements in Broughty Ferry or indeed all of the roads that need repairs and the Community Council welcomes the efforts of the City Council in bringing in a programme of works to rectify the sheer amount of unadopted pavement in the area. Architecture (see question 2) One person considered that Broughty Ferrys low rise architecture should be protected. Three people thought owners should be made to improve buildings in a state of disrepair. Two persons had concerns about the redevelopment plans for St Aidan Church Hall. Community Council Comment When you consider that one of the attractions of Broughty Ferry is its unique and picturesque (in some areas) buildings, it is surprising that there were not more comments on this subject. It is the view of the Community Council that Broughty Ferrys attractiveness and uniqueness must be protected and we regret recent planning recommdations that we consider are likely to jeopardise it by allowing unsympathetic development. Comments which relate to Dundee City Councils Education Department Grove Academy Eleven people commented that litter dropped by the pupils at lunchtime was problematic and thought that more should be done about this. One person had concerns about the problems that would be caused by the parking difficulties in view of the large amount of council staff being based in the Old Grove Academy building. Community Council Comment Litter from school children especially at lunchtimes is something the Community Council has discussed many times. It is something that Grove Academy has tried to tackle and they employ a liaison person to whom complaints about the pupils can be addressed. The Community Council has also made its concerns known about parking congestion once the Old Grove becomes a base for council staff. Comments which relate to Dundee City Councils Communities Department Dogs Two people thought that dogs should be banned from the exclusion zone at the beach all year round and one person thought this area should be extended. Two more people thought that the zone should be better enforced. Twelve people felt there should be better enforcement of penalties for dog fouling. One person thought the dog exclusion signs should be replaced with wooden ones. Community Council Comments In recent years the problem of dog fouling in Broughty Ferry has definitely improved. It would be for the City Council to decide on changes in the dog exclusion zone. Views on dogs tend to polarise around whether you have one or not and it would not be appropriate for the Community Council to go one way or the other. On a more positive note the dog exclusion signs are to be replaced by wooden ones which match the Green Circular signs and we thank the City Council for going in this direction to make signs on the beach more uniform. Toilets One person thought toilets should be opened longer and two people wanted improved public toilets. One person wanted a disabled toilet with a hoist near the beach. Community Council Comments There may be an argument for toilets being opened longer but we are not sure what is meant by improved. The facility across from the library has won awards and the ones on Castle Green have recently been refurbished and we thank the City Council for providing these facilities. Whilst the ones at Windmill Gardens and the Rock Gardens are not ideal they are perfectly serviceable given the difficulties in keeping unmanned public toilets in good order. Youth Facilities Six people commented that there was little for teenagers to do. Community Council Comment This has been an issue for as long as anyone can remember. Its a difficult one as teenagers dont want to participate in activities organised by officialdom and teenagers dont have the spending power to make something commercially viable. I am sure the Community Council and the City Council will continue to try to find a solution to this problem. Enhancements to existing facilities (see questions 8 and 10) One person would like more planters with flowers and another thought there should be trees on Brook Street, but one person said they appreciated the flower boat and more seats at the front. One person commented that the footpath in the nature reserve requires repair. Four people thought the crazy golf need upgrading and four people thought the tennis courts should be upgraded. One person thought the centre on Castle Green should be made more attractive and another thought there should be entertainment there. There was one request for a fence round the playpark at Castle Green another person wanted trees there for shade, another for a fence round the playpark in Orchar Park, and one person thought the playpark at Forthill was poorly maintained. One person thought the Christmas tree should be better and another thought it should be on Brook Street rather than at the library. New Facilities (see questions 8 and 10) One person thought there should be an indoor sports facility. Six people thought the putting green should be reinstated. One person thought there should be a childrens area where the putting green used to be. Two people wanted a place to hire bicycles or disabled scooters and two thought there should be a facility that related to marine activities. One person thought there should be telescopes on the front and another wanted open-topped buses to tour Broughty Ferry. Someone thought a cinema would be good Community Council Comment Broughty Ferry has entered the Britain in Bloom competition for several years. Each year we do a little better but although the contribution of various groups is good, some more effort from individual businesses and residents would contribute to further success substantially. Some of the other things mentioned under facilities would be much welcomed but the City Council cannot provide everything. Some of them relate to things that would have to be provided by private enterprise (such as an open-topped bus) which, if viable, would not doubt be provided. There is no doubt from these comments that there is a demand for more to be provided, for both residents and visitors, albeit no supply yet available. Comments Relating to Network Rail and ScotRail Rail (see question 6) Mention was made by two people that the bridges into central Broughty Ferry should be strengthen to allow more access for traffic and another two thought the rail crossing was too bumpy. One commented that the rail bridge at Dundee Road handrail was in need of repair. Two thought that the tunnel at St Vincent Street should be redesigned to allow two lanes of traffic. Two people wanted better access for pedestrians across the railway. Three thought that more trains should stop at other stations between Perth and Arbroath. Community Council Comment The rail bridges belong to Network Raid and it is unlikely that they will spend money on strengthening the bridges, redesign the St Vincent Street tunnel or improve pedestrian access across the railway although they might be persuaded to sort the hand rails on the bridge at Dundee Road. TACTRAN, the body which is looking at train services have announced their intention to run hourly services from 2011 between Perth and Arbroath, stopping not only at Broughty Ferry but other stations. The Community Council is crossing its collective fingers that this will actually happen. Comments Relating to Broughty Ferry Traders Traders (see questions 1,2, 5 and 9) Twenty one people wanted fewer charity shops. Eight people thought there should be fewer restaurants/cafes. Five people mentioned there should be more independent shops and one wanted more diversity. Two people thought there should be fewer chain shops balanced against two people who thought there should be more chain shops. One person thought there shouldnt be any more hairdressers, another didnt want any more Indian restaurants and one person didnt think there should be a bookmaker on Brook Street. Sixteen people wanted a supermarket with one saying no to Tesco specifically, and another person specifying Iceland. Four wanted an ironmonger, six a greengrocer, two a fish shop and one a pound shop. Ten people wanted the Post Office back in Brook Street, two wanted a post box at the new post office and one thought there should be seats in the Post Office. Nine thought there should be encouragement for shops to open in central Broughty Ferry by lower rents/rates or better signage and eleven thought that it might not be reasonable in terms of cost or size to make some shops wheelchair friendly. One person thought carry out shops should be made to clear up litter round their establishments, one person thought shops should be open on a Sunday and two people thought the old Fyvie Ice Cream hut was an eyesore and should be demolished. One person thought there should be more activities at the Christmas Fayre whilst another commented the Christmas Fayre was well done. One made a plea for a bar/restaurant in Balgillo, another wanted A boards banned, one person thought an Arts and Crafts Fair with local groups on Brook Street would be a good idea, one wanted the mobile phone mast removed from the Woolworth Building and one didnt want tables and chairs outside on the pavement. One person wanted a pedestrianised area from Church Street to St Vincent Street, another thought Gray Street should be pedestrianised and one thought all traffic should be banned from Brook Street between 11 am and 4 pm. Seven people thought that commercial delivery vans should be restricted in the hours they deliver, one thought businesses should put out cones when a delivery was expected. One person thought that owners should not park at their shops themselves to give customer better access. Community Council Comments The problem with dictating which shops should be in the main shopping areas is there is nothing either the Community Council or any other official body can do about this. It is entirely governed by the market as a commercial decision for private individuals/businesses/charities to decide if they can sustain a business and then to open one and see if they can do well enough to sustain their presence. Competition is healthy. Charities do get an unfair advantage in that they dont pay staff, dont have to buy merchandise and get a statutory rates discount of 80%. This is especially galling to our small, independent retailers when they also sell new goods that compete with those that dont get these advantages but this is they way the law stands. We would hope that the City Council does all that is possible to support local shops, especially the independent traders - a huge asset to Broughty Ferry. We have tried to persuade the City Council to extend the scheme that is in operation in the City Centre and Stobswell whereby there is money available to help enhance shop fronts so that our independent traders can continue to flourish. The main streets in Broughty Ferry can never be fully pedestrianised as there is no access to the backs of the shops and their goods must be delivered somehow to the front. The Community Council does not support the idea that commercial delivery vans can only deliver at certain times as is done in the City Centre. Broughty Ferry has a substantial number of independent shops unlike Dundee City Centre. It is possible for chain stores to schedule deliveries at certain times because they have one or two vehicles coming from a central depot belonging to the same firm. The independent stores have many vehicles coming from a variety of places and going to lots of different shops and they just have to take their place on the delivery schedule. The Community Council supports the independent shops in Broughty Ferry as it is them that make Broughty Ferry unique. On the other hand the Traders Association have set their face against any moves towards pedestrianisation from the start and in fact criticised the Community Council for even mentioning it in this survey as being detrimental to their interests. Perhaps it is time for the Traders Association to look at what their customers actually want instead of what they think they want or the decline in independents can only continue something the Community Council would regret very much. Comments for Tayside Police Police Four people thought there should be more done like on the spot fines for littering. Two people thought more should be done about illegally parked cars, one person thought there should be more policing of the Rock Gardens in summer to stop underage drinking. Only one person thought there should be more done about yobbish behaviour/vandalism but two more thought youths should be stopped from congregating. One person wanted a security camera on Fisher Street, another thought there should be more community wardens patrolling and one person thought that bikes went too fast on pavements. Community Council Comment Considering we distributed almost 10,000 of these cards, we think that only 13 comments on police matters probably indicate that Broughty Ferry is a relatively law abiding area and people dont really have much in the way of complaint about the policing. Well done Tayside Police! Comments about being on the river River (see question 7) Three people thought there should be no jet skis on the river at all. One person thought there should be boat trips from Pilot Pier. Two people wanted the litter cleared out of the harbour and one thought it should be dredged and used for boats. Community Council Comment We wouldnt go as far as to say there should be no jet skis. The majority of people who use jet skis do so responsibly and dont cause problems but the minority give them all bad name. The problem with clearing the rubbish from the harbour (which has been done within the last year) is that another lot washes in on the next tide. There are boat trips from the harbour run by MV Badger and MV Marigot which sail from Broughty Ferry Harbour although they are not well publicised and have no set schedule so are perhaps not well known. Advice from a boating person outwith the Community Council tells us that the problem with the harbour is that it is rock for the most part and to make it deep enough for say a marina it would have to be blasted rather then dredged. However, the community council accepts that more could be made of the harbour. Comments about buses Buses (see questions 1 and 9) Twelve people thought buses should not be allowed into the commercial area and one person thought only small buses should be allowed. One person wanted a bus to and from Panmuirfield and another wanted a bus to Linlathen Nursing Home. Community Council Comment Perhaps buses do cause a bit of congestion in the main shopping zone and we suspect all of these 12 people drive cars. Would they have the same view if they couldnt drive cars because of infirmity and/or couldnt walk far? Would they feel it was reasonable to be excluded from the shopping areas so that cars werent inconvenienced? Small buses would be an acceptable compromise though. Since buses were privatised in the 1980s they only run where they are commercially viable. It seems services to Panmuirfield were not and we suspect neither would a bus to Linlathen Nursing Home. Miscellaneous Comments with Community Council comment in brackets Four people thought there should be a handrail along Beach Crescent/Douglas Terrace. (The one along Douglas Terrace was put in place by Scottish Water when they were doing sewage works and they are not likely to extend it nor are the City Council likely to have money to do this). One person wanted a Community newspaper (good idea but who would run it and who would pay for it?). One person wanted to know where the Orchar Collection is (mainly in the McManus Galleries storage but there are some pieces of it in the library and the Castle). One person thought there should be more community events (Broughty Ferry has quite a few community events but more would, of course, be welcome but this depends on people coming forward to organise and participate in them). One person suggested a diary should be kept in the library with community events in it so organisations can avoid date clashes (good idea but it would depend on groups putting their events in it. They can look at Dundee Councils Whats On web site but again this depends on people letting them know their event is on). One person made the plea that children shouldnt be allowed to eat their lunch in the library (up to library staff we would suppose the City Council has a policy on it). One person thought consultations with stakeholders should be encouraged especially church groups (Broughty Ferry has a fair amount of consultations this survey being one of them. The Local Community Planning Partnership has had consultations on several issues. But why especially Church Groups surely all groups should have a voice). Two people expressed concern about the plans to downgrade Balmossie Fire Station (again when it is considered against 10,000 survey cards this could indicate that there is not huge concern about this issue). One person thought smokers should not be standing outside on the pavements (we would suppose that smokers dont want to stand there either but they are not allowed to smoke inside so thats where the law put them). One person thought the bollards should be removed from pilot pier (why?). One person thought that there should be no cyclists allowed on Douglas Terrace and one person thought only residents should have access to the waterfront (selfish or what? What happened to community spirit and live and let live?)
