Apologies received from Rita Smart. No apologies received from Social Work Dept or Housing Dept. 2.PREVIOUS MINUTE AND MATTERS ARISING 2.1Previous Minute David Mills was present from YMCA. Page 4 (6.1) should read Local Community Plan Item 3.1 - amendment received from Gwen Bowles, Senior Youth Worker. There are core youthwork hours for the Ferry and these support the Youth Group on Thursday evenings; (co-worker post currently vacant), Youth Information Drop-in at Grove. Two staff support/develop initiatives like Band nights, consultation activity, partnership working with Pupil Support Workers and input to Pupil Representative Councils. Anything in addition to the above would require additional resources/funding. 2.2Matters arising Youthwork. Councillor Bidwell asked for an update on additional resources to deliver detached/diversionary activity. Local Action Fund allocations have been agreed and Gwen Bowles is preparing bids to fund activity in the Ferry. It was noted that the new CCTV system at Barnhill shops is fully operational and monitoring arrangements are in place. Beach Shelter. It was noted that 2 expressions of interest have been lodged with the Council in relation to crazy golf/Kiddie Kars and a potential cafe (not the beach shelter). It was felt that to secure future demolition of the current shelter the masterplan review needs to be completed expeditiously, identifying a potential site for replacement. There is a window of opportunity for the Development Trust to progress a development in the masterplan area and this would be considered alongside any commercial development. 3.REVIEW OF CASTLE GREEN MASTERPLAN D. MacDougall gave the group feedback on progress made by the sub-group who have met twice. Basic parameters have been agreed regarding timeline, process and methods of engagement. Step 1 Assess success and any arising issues from what's been completed, e.g. increased use of park but increased pressure on parking. Step 2 Consult on services/needs required in Castlegreen and Esplanade. Step 3 Incorporate findings into the masterplan. Methods Survey residents and visitors and use Planning for Real type activities to generate discussion/ideas. Events Seashore Festival 14th June. (Table booked) Gala Week Ian Philp has kindly agreed to let us use empty shop every afternoon. Gala in the Garden Saturday 11th July (12 4pm). Table booked at Barnhill Rock Garden. Timeline Review carried out over Summer 2009 with findings reported in early Autumn. It was agreed that review would incorporate the putting green/tennis courts. Site visits have been arranged on Wednesday 27th May to the following venues to assess capacity/potential use: Burgh Halls YMCA Castlegreen Leisure Centre Windmill Toilet Block Old Pavillion on Esplanade Castle (Artillery Room) + Barracks still to be confirmed. Opportunity to work with Historic Scotland in the masterplan. Councillor Bidwell commended the sub-group on the progress made so far and asked that the views of children be taken into account. K. Barclay agreed that this could be incorporated into the curriculum, through Curriculum for Excellence.  4.LOCAL COMMUNITY PLAN UPDATE Minutes of the Community Facilities and Open Space Working Group had been circulated in advance of the meeting. 4.1Dundee East Community Sports Club D. Easson highlighted that the working group had enabled discussion and information sharing about key projects in the LCP. George Ferguson updated the group on progress being made and the long term potential for young people in the Ferry to get access to a wide range of sporting opportunities. 4.2Development Trust Anya gave information about the Steering Group that has been formed that brings together a variety of skills to get the process started. It is the intention of the group to recruit local people who are interested in becoming involved with any of the projects during Gala Week (in Gillies Shop). An outline proposal was developed with 3 priorities: Purpose-built venue to replace bathing shelter Barometer Cottage Upgrade Fisherman's Graveyard The ideas proposed can only go ahead if there is sufficient interest. Investing in Ideas funding may be available (up to 10k) for feasibility stage. 4.3YMCA Youth Space Gwen Bowles and Angie met with the YMCA Board a month ago to ascertain commitment to development proposals. YMCA are keen to progress and discussion re funding/planning etc has begun. The Cluster Pupil Representative Council have met twice now and visited other projects. A session has been planned to create a storyboard that captures the needs and wishes for a youth facility. K. Barclay was thanked for her continued support and commitment to the project. 4.4Grove Lunchtime Project A 2-week trial failed to attract young people. It was always the intention to run the project throughout the winter months and a further trial is planned for Autumn 2009. It is hoped that the new intake of S1's may consider the venue as a safe, dry place to eat their lunch and relax with their friends. Lisa Hornal to keep us updated. 4.5Gala Week 5th 12th July 2009 Symon Buckman from the Traders Association was hoping to give information about the programme but didn't manage to make the meeting. Angie had spoken briefly to Gerry Stewart and believed that the usual activities as well as a Jazz Festival and Antique Roadshow were planned. D. MacDougall asked if adequate arrangements were in place this year to safely erect the bunting. There was real concern that without a road closure and proper equipment the risk of an accident happening is very high. Six weeks notice is required for permission to close the road temporarily. Angie highlighted that this is an independent group but agreed that it is vital to have adequate risk assessments, etc in place. J. Laing/A. Laing5.LOCAL COMMUNITY PLAN MONITORING A monitoring report for the period 1/04/08 31/3/09 requires to be completed by end of June. It was acknowledged that the plan was only finalised in December 2008 but some actions (outputs) had been progressed within the monitoring period. Angie has drafted a report that needs input from a few agencies/individuals to be complete. This will be distributed to the partnership for comment. Current position at 31/3/09 is: Actions completed 22% Actions on schedule 55% Actions behind schedule 23% Many of the actions have progressed in April/May but won't be picked up until 2010 Monitoring Period. 6.DEVELOPMENT/AGENCY/ORGANISATION UPDATE 6.1Tayside Police Re-organisation now completed. Inspector Duncan is working with his staff in understanding the LCP process and familiarising with the outcomes/outputs within the plan. In policing terms the situation in the Ferry ward is good (stable) at the moment. 3 community crime officers in the Ferry 2 in centre of town and 1 (Craig Robertson) focusing on Campfield Shops. There was a spate of car vandalism in Craigie Drive and housebreakings while residents were on holidays. Issues raised by Meeting Broughty Ferry Pier Young People are climbing on to the roof of Amphibians Shelter into the water. The benches outside have been removed and anti-vandalism paint on the roof but has not stopped this activity. Insp. Duncan to contact Joyce McIntosh re the problem. Licensing Arrangements Councillor Wallace asked about potential partnership work between officers with a remit in this area working together with council's mobile team. Inspector Duncan Councillor Wallace and Insp Duncan to discuss 6.2Parking Pilot at Eastern Primary Parents are issued with a parking voucher for Queen St Car Park. Pilot is going very well and has been effective. There is a voluntary one-way system for drop-offs and school crossing patroller has moved spot to make sure children are crossing safely. Other initiatives are also in place: Walk & Stride Points System Walking bus Repeat offenders issued with a letter and parking voucher D. MacDougall asked if this can be extended to provide safer routes to school. This is being looked at as part of the School Travel Plan. 6.3Tayside Fire & Rescue A target of 500 Home Safety Visits has been set for Broughty Ferry. M. Crush asked for ideas on how to target vulnerable people in the community. Social Work Dept/Local Churches/Private Landlords were suggested. 7.OPEN FORUM ON COMMUNITY ISSUES Action7.1Parking Problems Parking throughout the whole central area is a problem and presents difficulties for residents. It was acknowledged that this has been a longstanding issue. Grove Office Redevelopment There was deep concern that this development puts too much pressure on an already pressurised area. Angie advised that Neil Gellatly has been asked to develop a comprehensive strategy to minimise problems. This includes a number of initiatives like incentives, provision for bikes, personalised travel plans, etc. J. Laing was asked to raise this issue at the Chief Executive's briefing and ask for a report/discussion with the LCPP. Community access to Grove following redevelopment will also be raised.  J. Laing8.AOCB Local History Group D. Easson informed group about the links made with Forthill Sheltered Tenants in developing the current project about Life in the Ferry during the war. Really popular with local people.
